The note
Santa Cruz de Tenerife is the only one charging the minimum rate, the lowest the law allows.
The Local Finance Act sets a minimum of 34,08 € a year for that band and lets each council multiply it by up to 2. 20 of the 57 common-regime cities charge the maximum, 68,16 €, or almost: Jerez de la Frontera, Chiclana de la Frontera, Lleida, Algeciras, Badalona, Barcelona, Cartagena, Chipiona, El Puerto de Santa María, Granada, Huelva, L'Hospitalet de Llobregat, Murcia, Palma, Rota, Sabadell, Sanlúcar de Barrameda, Tarragona, Terrassa, and Vigo.
The Basque Country and Navarre have their own regime, with foral rules without those minimum rates, and are compared separately: Pamplona (66,28 €), Bilbao (71,45 €), Vitoria-Gasteiz (76,17 €), and Donostia-San Sebastián (89,25 €). Without them, the highest rate is the legal maximum, 68,16 €.
Almost all give electric cars a discount, up to 75% in common-regime cities and up to 95% in foral ones, although many discounts must be applied for or only last a few years. 6 give them no discount at all: Jerez de la Frontera, Chiclana de la Frontera, Cartagena, Chipiona, Rota, and Sanlúcar de Barrameda.
With a car of 12 to 15.99 fiscal horsepower, the rate ranges from 71,94 € in Santa Cruz de Tenerife to 169,27 € in Vitoria-Gasteiz.

How we calculate it
Methodology and sources
- Rates from each council's 2026 tax bylaw, read one by one. Each city links to its bylaw on its page.
- Sorted by the 8 to 11.99 fiscal horsepower band because half of all cars are in it: 50 % of those sold new from 2020 to 2024, according to the European Environment Agency and the Tax Agency tables.
- “Above minimum” compares with the rates in art. 95.1 of the Local Finance Act; the law allows them to be multiplied by up to 2. The Basque Country and Navarre have their own foral rules and are not compared.
- The electric car gets the highest discount its bylaw allows in the first year. Some must be applied for, others last a few years or only apply to new cars: check the conditions on each city's page.
- Cities that charge the same share a position. «Charge the legal maximum or almost» means common-regime cities that charge at least 99.5% more than the minimum.
- Only cities whose tax bylaw we have read are included. For other municipalities, our calculators use the legal minimum.
